Mr. Connelly focuses his practice on the representation of defense and civil government contractors in litigation and counseling covering all aspects of federal procurement law. He has extensive experience representing contractors in bid protests at the Government Accountability Office (GAO) and the Court of Federal Claims, in False Claims Act cases throughout the United States and in the preparation and litigation of claims. Mr. Connelly also has vast experience handling internal investigations, voluntary disclosures and all aspects of the Federal Acquisition Regulation and government contract-related statutes, as well as developing compliance programs for government contractors. In addition, he has significant experience dealing with myriad issues that arise from the acquisition and sale of government contracts.

  • Successfully protested to the GAO, the U.S. Army Corps of Engineers award of the USAREUR Support Contract, with an estimated value in excess of $230 million
  • Successfully protested to the GAO, the U.S. Army Corps of Engineers award of a base operations and securities services contract in Qatar, which ultimately resulted in the client’s obtaining a significant portion of the work
  • Successfully challenged, at the Court of Federal Claims, the Department of Treasury’s override of the mandated CICA stay of contract performance after URS timely filed a GAO protest regarding the Department of Treasury’s award of a contract to VSE Corporation. Treasury ultimately took corrective action in the underlying GAO protest, as well
  • Successfully challenged to the GAO, the U.S. Army’s award of a task order to LMIS for logistics support services at Fort Bragg, North Carolina
  • Successfully protested to the GAO, the U.S. Army's improper use of undisclosed staffing estimates to determine whether proposals were acceptable or unacceptable for U.S. army installation support services
  • Successfully represented Contrack International in GAO bid protest challenging the Army Corps of Engineers’ award of a construction contract in Afghanistan to a competitor, based on flawed past performance evaluation, which resulted in cancellation of award
  • Successfully overturned an adverse agency-level protest decision at the GAO, which resulted in the client’s retaining the award of the MMAD contract, with an estimated value in excess of $840 million, which the agency had initially cancelled
  • Successfully represented contractor in having Realtor Brady Folliard’s Qui Tam action dismissed on First-to-File grounds in the U.S. District Court for the District of Columbia
  • Successfully represented contractor in having Realtor Christopher Crennen’s Qui Tam action dismissed with prejudice for failure to plead fraud with particularity in the U.S. District Court for Massachusetts
  • Successfully represented a defense contractor in protesting the U.S. Navy’s utilization of an expired General Services Administration schedule contract for the acquisition of supplies
