Mr. Dunleavy focuses his practice on gaming law, gaming regulatory matters, Tribal law and government relations.

He represents casino operators, casino developers, gaming industry suppliers, slot machine manufacturers, racetrack owners and video terminal operations and video locations in numerous U.S. jurisdictions, including Arizona, California, Illinois, Kansas, Maryland, Massachusetts, Michigan, Mississippi, Montana, Nevada, New Jersey, New York, Oregon and before the National Indian Gaming Commission; and, internationally in Antigua, Argentina, Columbia, Cambodia, Korea, Mexico, Mongolia, Northern Mariana Islands, Panama, Philippines, Spain and Uruguay.

Mr. Dunleavy previously served as Vice President, Assistant General Counsel and Chief Compliance Officer for a major slot machine manufacturer and as a senior gaming regulator in two U.S. jurisdictions and as a former member of the Wisconsin Gaming Commission. During his tenure with the Commission, Mr. Dunleavy worked on behalf of the Governor and lead state-tribal negotiations of the first gaming compacts with Wisconsin’s 11 Tribal nations.

Mr. Dunleavy has broad experience with regard to gaming legislation and regulation. He has assisted clients in the drafting of gaming legislation and applicable gaming regulation in several international jurisdictions. Mr. Dunleavy has also drafted and assisted in the implementation of comprehensive gaming compliance programs. His experience includes working with clients to obtain regulatory approval of these programs. Other covered areas have included foreign gaming operations, business ethics, interaction with government officials and political contributions.

  • As Executive Director of the Wisconsin Racing Board, established and directed the development and implementation of the state’s pari-mutuel industry.
  • Mr. Dunleavy created and implemented all rules, regulations and proceedings that led to the licensing, establishment and ongoing regulation of the racing industry in Wisconsin.
  • As Commissioner of the Wisconsin Gaming Commission, directed the consolidation of five state agencies into the Commission, and oversaw the operation of the state lottery pari-mutuel operations and the Native American casinos in operation in Wisconsin. Mr. Dunleavy also led the negotiation, drafting and ultimate implementation of the state’s gaming compacts with the Tribal Nations.
  • As Vice President, Assistant General Counsel and Chief Compliance Officer of the second largest North American gaming device manufacturer, created, directed and managed the procurement of the company’s gaming licenses, which increased from 26 to more than 140 in less than two years.
  • Represented client Video Gaming Technology, Inc. (VGT) before the Illinois Gaming Board in its successful effort to be licensed to manufacture and distribute its video gaming terminals in Illinois.
  • Acted as regulatory and transactional counsel to Delaware North Companies throughout the transaction of acquiring Jumer’s Casino & Hotel, a casino and hotel located in Rock Island, Illinois, for $180 million.
