Steven J. Dollear is a Shareholder in Vedder Price’s Chicago office and a member of the firm’s Government Investigations & White Collar Defense practice group.

Mr. Dollear brings over 19 years of experience as a federal prosecutor, offering clients a strategic, insider’s perspective on government investigations, enforcement actions, and high-stakes litigation. Most recently, he served as Chief of the National Security and Cybercrime Section at the U.S. Attorney’s Office for the Northern District of Illinois, where he led complex and sensitive matters involving cyber intrusions, theft of trade secrets, economic espionage, export control violations, and national security threats, including a focus on cases where companies were the targets.

Over the course of his distinguished public service career, Mr. Dollear held numerous senior supervisory positions, including leadership roles in the Public Corruption, Financial Crimes, and General Crimes Sections. He also served as the district’s Criminal Health Care Fraud Coordinator, overseeing all related investigations and prosecutions. Additionally, he was appointed to several key coordination roles, including Crisis Management Coordinator, Defense Contract Fraud Coordinator, Domestic Terrorism Coordinator, National and International Security Coordinator, and Computer Hacking and Intellectual Property Coordinator.

In each of his supervisory positions, Mr. Dollear guided teams of Assistant U.S. Attorneys (AUSAs) through the full lifecycle of federal investigations and prosecutions. He provided critical support in grand jury investigations, charging decisions, discovery management, trial strategy, and legal compliance—ensuring adherence to the highest standards of ethics, fairness, and DOJ policy. From 2010 to 2013, he served as Deputy Chief in the General Crimes Section, focusing on training and mentoring new AUSAs. From 2013 to 2016, he was Deputy Chief in the Financial Crimes and Special Prosecution Section, overseeing complex white-collar cases. From 2016 to 2018, he held a similar leadership role in the Public Corruption and Organized Crime Section, and from 2018 to 2025, he led the National Security and Cybercrime Section, supervising AUSAs and coordinating time-sensitive responses to national security threats and public safety incidents.

Throughout his tenure, Mr. Dollear supervised more than 60 AUSAs and worked closely with nearly every major federal law enforcement agency, including the FBI, Homeland Security Investigations, Health and Human Services, FDA, IRS, Secret Service, and the Bureau of Industry and Security. He served as the primary liaison with the Department of Justice’s Counterintelligence and Export Control Section (CES) and Counterterrorism Section (CTS), and regularly collaborated with Main Justice on national priorities. He was frequently invited to speak at DOJ conferences, sharing his expertise with federal prosecutors nationwide.

Mr. Dollear played a leading role in several high-profile and sensitive investigations, including those related to war crimes, corporate fraud, and critical incidents such as the law enforcement response to the Highland Park mass shooting on July 4, 2022. He was also appointed to the Executive Steering Committee for the 2024 Democratic National Convention, tasked with ensuring public safety and legal readiness for that large-scale national event.

Mr. Dollear has tried over a dozen federal criminal cases and has briefed or argued numerous appeals before the U.S. Court of Appeals for the Seventh Circuit. His extensive experience on the front lines of federal enforcement has given him deep insight into how prosecutors build cases—insight he now leverages to help clients anticipate government strategies, navigate regulatory and enforcement challenges, and resolve matters efficiently and effectively.

Today, Mr. Dollear focuses his practice on advising companies, executives, and boards on white collar criminal defense, internal investigations, regulatory matters, and other complex legal issues. He is known for his practical approach, deep institutional knowledge, and ability to deliver results while minimizing business disruption.

Mr. Dollear began his legal career as a law clerk to Chief Judge Rebecca R. Pallmeyer of the U.S. District Court for the Northern District of Illinois, where he assisted in drafting opinions on a wide range of civil and criminal matters. His career has been defined by a commitment to public service, legal excellence, and strategic problem-solving across the most challenging areas of federal enforcement.
