Global Transportation Finance Shareholder Ronald Scheinberg was recently quoted in Airfinance Journal’s article, “The Return of US Ex-Im,” where he discussed the recent restoration of the Export-Import Bank of the United States (Ex-Im Bank) and its relevance in today’s economy.

The article assesses how the Ex-Im Bank was used historically to fill-in financing gaps for challenging markets that private sector firms were reluctant to enter. Having gone effectively dormant in 2015, Mr. Scheinberg believes the market has found alternatives to the Ex-Im Bank stating, “I believe that Ex-Im will play a diminished role going forward. Given the requirement to price the risks in line with market factors, Ex-Im will no longer be able to offer consistently the cheapest financing.” Due to the insurance industry replacing Ex-Im as the primary air-finance guarantor, Mr. Scheinberg notes that the Ex-Im’s role will be in a diminished capacity. “Ex-Im will still be an important option for those credits that are more difficult to finance and perhaps deals of a particularly large size.”
