Mr. Dunleavy successfully navigates clients through the complex maze of gaming regulations by combining a full understanding of client needs, knowledge of the legislative branch, and extensive experience in gaming regulation.
Mr. Dunleavy has drafted, obtained regulatory approval of and assisted in the implementation of comprehensive gaming compliance programs. These programs typically cover due diligence requirements with respect to such matters as employees, vendors, junket representatives and major financings and transactions. Other covered areas may include foreign gaming operations, business ethics, interaction with government officials and political contributions.
Mr. Dunleavy has broad experience in the field of gaming legislation and regulation drafting. He has provided gaming legislation drafting assistance to many clients in connection with legislative activity in several domestic and foreign jurisdictions, including many matters in Asia.
Mr. Dunleavy has represent businesses and individuals seeking gaming licenses and related approvals. He also has advised and represents existing licensees, including casino operators and gaming device manufacturers and distributors in matters related to existing and proposed new operations both domestic and international, including:
- Gaming tax issues
Drafting gaming legislation
Disciplinary matters
Internet gaming issues
Gaming device, system and equipment approvals
Currency transaction reporting issues
- Development of international gaming projects
As General Counsel of the Illinois Racing Board, Mr. Dunleavy participated in the drafting, negotiation and lobbying efforts relating to the ultimate passage of the State of Illinois first off-track wagering law. As Executive Director of the Wisconsin Racing Board, Mr. Dunleavy established and directed the development and implementation of the state’s pari-mutuel industry. He created and implemented all rules, regulations and proceedings that led to the licensing, establishment and on-going regulation of the racing industry in Wisconsin. As Commissioner of the Wisconsin Gaming Commission, Mr. Dunleavy directed the consolidation of five state agencies into the Commission and oversaw the operation of the state lottery pari-mutuel operations and the Native American casinos in operation in Wisconsin. Mr. Dunleavy also participated in the negotiation, drafting and ultimate implementation of the state’s gaming compacts with the Indian Nations. As Vice President, Assistant General Counsel and Chief Compliance Officer of the second largest North American gaming device manufacturer, he created, directed and managed the procurement of the company’s gaming licenses increasing from 26 to 140+ in less than two years.
