Prior to joining Vedder Price, Mr. Dorner served as Deputy General Counsel for the Illinois Department of Revenue. As Deputy General Counsel, he was responsible for managing the Department of Revenue’s Income Tax Litigation Office, where he developed and effectuated tax policy for the state and advised the Director of Revenue, the General Counsel and the Governor’s Office regarding the state’s tax laws and policies. Mr. Dorner was also responsible for supervising and training the Department’s Special Assistant Attorneys General assigned to income tax cases in Chicago, and he was the Department’s senior litigation attorney for complex and high-dollar corporate income tax cases.

Mr. Dorner’s primary practice area is tax controversy, including federal and state audits, appeals, administrative hearings, conciliation and mediation conferences and judicial litigation at all levels throughout the United States.  In addition to tax litigation, Mr. Dorner has substantial experience in the area of state taxation of aircraft and is a regular speaker on the topic of state taxation of commercial, business and personal aircraft. Mr. Dorner also counsels businesses and individuals on all forms of state and local taxes, including franchise, income, sales, use, personal, real property, as well as related matters such as federal and state unemployment taxes.

Mr. Dorner is an active member of the Taxpayer Federation of Illinois, the Illinois State Bar Association’s State and Local Taxation Section Council, the Illinois Department of Revenue’s Director’s Advisory Group and the Chicagoland Chamber of Commerce Taxation Committee.

Mr. Dorner was selected for inclusion in 2011 Illinois Rising Stars.

Before joining the Department of Revenue in 1999, Mr. Dorner practiced law as an insurance defense attorney, where he gained invaluable trial experience. He has defended his clients in both bench and jury trials and has participated in hundreds of arbitrations and administrative hearings.
