Prior to joining Vedder Price in June 2006, Mr. Dorner served as Deputy General Counsel for the Illinois Department of Revenue.  As Deputy General Counsel, he was responsible for managing the Department of Revenue’s Income Tax Litigation Office, where he provided policy determinations and legal advice on tax issues, as well as, other legal matters to the Department of Revenue and its sister agencies: the Illinois Lottery, Racing Board and Liquor Commission. Mr. Dorner developed and effectuated tax policy for the State, drafted regulations and legislation and advised the Director of the Department of Revenue, the General Counsel and the Governor’s Office regarding the State’s tax laws and policies.

Mr. Dorner was also responsible for supervising and training the Department of Revenue’s Income Tax Litigation Attorneys in Chicago, and was the Department of Revenue’s top litigation attorney for complex and high-dollar corporate income tax cases during his seven years at the Department.  He has litigated a number of cases for the State in excess of $25 million, and has been involved in every significant income tax case before the Office of Administrative Hearings while serving as Deputy General Counsel and before that as Senior Counsel for Income Tax.  In addition to income tax, he has prosecuted sales tax cases for the State, including a landmark decision regarding the meaning of gross receipts for purposes of the Retailers’ Occupation Tax Act.   Mr. Dorner also advised the Department of Revenue’s Audit Section on pending audits, drafted audit manual procedures, trained auditors and reviewed all proposed adjustments based on Section 404 of the Illinois Income Tax Act.  He also served on the Department of Revenue’s Private Letter Ruling Committee and assisted the General Counsel in reviewing and approving Informal Conference Board recommendations.

Before joining the Department of Revenue, Mr. Dorner practiced law as an insurance defense attorney, where he learned invaluable trial experience.  He has defended his clients in both bench and jury trials, and has participated in over two hundred arbitrations.
